While in the city, you are expected to remain In Character (IC) at all times to maintain immersion for yourself and others.
Going Out of Character (OOC) is unacceptable. Please respect others’ immersion at all times.
1.1.2 In Character (IC) - Breaking Character
Breaking character is not permitted. If a rule break occurs during a scene, do not interrupt or break character. Let the scene play out, then file a ticket once it concludes. If the report is verified, staff will handle compensation for any losses, and the scene may be voided at staff discretion. Treating a scene as if it “never happened” is determined case-by-case by staff.
1.1.3 In Character (IC) - Rulesplaining
Do not explain rules or argue rule interpretations while in the city (“rule-splaining” or “rule lawyering”). If another player asks a direct question about the rules, you may politely answer, but avoid disrupting immersion or creating unnecessary conflict.
1.1.4 In Character (IC) - Prohibited Roleplay & Conduct
Zero Tolerance Policy:
Suicide or suicidal RP and Rape RP/Scenes are strictly prohibited. There are no exceptions.
Racism
Sexism
Homophobia
Political or Religious Extremism
Ignorance or Harassment
Any form of toxic or discriminatory behavior
Engaging in any of the above will result in an immediate ban.
NVL refers to failing to show reasonable fear or regard for your character’s life during dangerous or life-threatening situations. Your character is expected to act realistically and logically when faced with imminent danger.
Any act of violence, including fighting, injuring, or killing another player, must be backed by a valid in-character roleplay reason. You may not harm or attack someone randomly or without cause, as this breaks immersion and disrupts realistic roleplay scenarios. You cannot shoot, stab, or repeatedly punch a random player on the street without prior roleplay interaction or justified reasoning.
VDM refers to intentionally using a vehicle to harm, injure, or kill another player without valid in-character justification. You may not use your vehicle as a weapon or run over players in the street unless it is part of a legitimate, well-developed roleplay scenario.
If your character is downed and must respawn, you are not permitted to remember the events that occurred within the 15 Minutes leading up to your death. Your character must forget whatever circumstances led to their death. Additionally, after being treated or respawning, you may not return to the scene of your death until the situation has fully concluded. Additionally, you must avoid the area for at least 30 Minutes after respawning.
Do not respawn during an active situation to avoid the scene.
Combat logging occurs when a player intentionally disconnects from the server to avoid an active roleplay situation or the consequences of that situation. Combat logging disrupts ongoing roleplay, prevents scene closure, and breaks immersion by making your character unrealistically disappear.
Metagaming is the act of using information your character has not learned in roleplay. This includes information obtained through streams, Discord messages, or any other out-of-character (OOC) sources. Using metagamed information indirectly is still considered metagaming, even if you don’t say it out loud. If your actions are influenced by knowledge your character wouldn’t realistically have, and it gives you an unfair advantage, it’s a violation.
The use of any third-party communication tools to discuss roleplay or server-related content while logged into Napalm City RP server is strictly prohibited.
Powergaming occurs when you force actions or outcomes onto another player without giving them a fair chance to react, respond, or contribute to the roleplay. It removes player agency and turns RP into a one-sided interaction. You must always leave room for the other player’s response, even in hostile situations like robberies or kidnappings.
Examples of Powergaming:
Using a /me that assumes immediate success (e.g., “/me stabs chest and walks away”).
Performing multiple major actions in a single emote (e.g., tying someone up, robbing, and shooting them all at once).
“Out of City” refers to anything related to real life (IRL), such as real-world events, people, situations, or terminology. Discussing IRL matters while in the city breaks immersion and disrupts the in-character environment by breaking the fourth wall. This includes speaking about someone’s real life or using non-RP terms that lessen the realism of the experience.
1.1: Example: Instead of saying, “I’m going to be AFK,” which is considered OOC, use in-character alternatives such as:
“I’m going in my head.”
“I need to think really hard for a minute.”
Players are required to maintain complete separation between their characters (“cousins”). Information, assets, and affiliations cannot be shared or transferred between them under any circumstances. If one of your characters is in a gang and another is a law enforcement officer, you may not share or act on information learned by the other character, as this creates an unfair advantage. Transferring or giving money, items, or assets between your own characters is strictly prohibited. Players may not be part of multiple gangs at once. Players may not have multiple characters (“cousins”) in different gangs.
1.10.1 Separation of Characters - Permanent Character Death (Perma)
A permanent death (Perma) is a final and irreversible decision; once a character dies permanently, they cannot be revived or brought back.
You must submit a Perma Request Ticket with Napalm City RP staff before proceeding. This allows staff to review logistics, ensure fair asset distribution, and confirm no rules or city balance are affected.
When a character is permanently killed or departs the city, they may leave behind a maximum of $1,000,000 total to surviving family members or individuals named in their will. This is a total amount, not per person. Upon Perma, all knowledge, connections, and intel, including information and personal relationships, die with your character and cannot be carried over to new or existing ones.
No player may ever be forced to Perma their character.
Impersonation of Napalm City RP staff (AKA government employees) is prohibited.
Erotic Role Play (ERP) is roleplaying with a strong sexual element and intent to receive real-life pleasure.
Sexual elements are only permissible in private and are only acceptable in a consensual application of the RP provided there.
It may involve two or more individuals who act to bring to life a sexual fantasy for the sole purpose of arousal.
Sexual harassment will not be tolerated. If non consensual verbiage or actions are displayed it should be immediately reported to Napalm City Staff.
Consent is paramount when approaching a risque threshold.
Green Zones are designated safe areas where violence, criminal activity, and hostile actions are strictly prohibited. These zones exist to protect high-traffic areas, maintain realism, and ensure emergency services can operate effectively.
1.1: Green Zones include, but are not limited to:
Hospitals (stretches from the sidewalk and up to the street surrounding it)
Any location hosting a staff-approved event is considered a temporary Green Zone starting 15 minutes before and ending 15 minutes after the event.
1.13.1 Rules within Green Zones
No violence or criminal activity, including robbery, assault, kidnapping, ambushes/setup attacks or any form of hostile RP.
Do not break individuals out of police custody while they are in a Green Zone or receiving medical treatment from EMS.
If a player flees into a Green Zone to avoid a violent scene, the RP may continue only long enough to logically conclude the situation. It must then be reported to staff for review.
Police may arrest you inside the grass as long as it remains peaceful.
You may choose to run outside the grass—once outside, force or violence may be used by you or the officer(s) if you plan to resist/attack officers.
The ONLY exception where police cannot make arrests inside Green Grass is during government-sanctioned events.
Fail RP occurs when a player does not act realistically or logically within a roleplay situation, or when they disregard the natural flow and consequences of an RP scene. All players are expected to act in a way that supports immersion and consistency in roleplay.
Using social media to provoke RP without proper in-character buildup. Players may not use social media posts or messages solely to start violent RP or gunplay without any valid storyline or in-character interaction.
2.1: There must be direct character-to-character roleplay (e.g., conversations, confrontations, or buildup) before initiating conflict.
2.2: Players should not roam the city looking for others to antagonize or attack out of boredom. This includes cop baiting (intentionally provoking police for no reason other than to cause a reaction).
“Gunplay over Roleplay” refers to prioritizing combat instead of meaningful roleplay, choosing to shoot first rather than using dialogue, negotiation, or creative RP to resolve a situation. Roleplay should always take priority over violence.
Guns are not a tool for convenience or intimidation when words or interactions could naturally resolve the scene. Violence should serve as the final escalation and the peak of a storyline, not the starting point.
Players are expected to create and portray characters, stories, and actions that are feasible and realistic within the world of roleplay.
Your character’s appearance, behavior, and storyline should make sense within the setting. Wearing a mouse mask does not make your character a mouse.
Use appropriate character names. Names must be reasonable and original; avoid using your real name for your own privacy and safety. Character names cannot be those of real individuals, including celebrities, politicians, historical figures, criminals, or other controversial public figures.
Harassment is defined as any unwanted physical, verbal, or implied behavior that causes a reasonable person to feel uncomfortable, humiliated, threatened, or mentally distressed.
Napalm City RP maintains a zero-tolerance policy toward harassment of any kind, whether it occurs in character, out of character, or outside the city (including Discord, social media, or other platforms).
3rd Party RP occurs when a player intentionally inserts themselves into a roleplay scene that does not involve them and was not initiated with them.
Players should only involve themselves in a scene if there is a valid in-character reason or direct connection to the individuals already participating. Interfering without justification disrupts ongoing RP and may lead to disciplinary action.
When a scheduled server restart (“Tsunami”) is approaching, all players are expected to pause ongoing scenes to ensure fair and uninterrupted roleplay for everyone involved.
1.19.1 Tsunami Etiquette - Tsunami Rules
Pre-Restart Cooldown:
1.1: All criminal and violent RP must stop 25–30 Minutes before a scheduled Tsunami.
Post-Restart Cooldown:
2.1: Wait at least 20 Minutes after the city restarts before resuming or initiating any criminal or violent RP.
Emergency Restarts:
3.1: In the event of an emergency Tsunami (unscheduled restart), all ongoing RP scenes are to be considered paused.
3.2: Once everyone involved has returned to the city, the scene may resume where it left off.
Fair Play:
4.1: Leaving the scene, changing outcomes, or taking advantage of others not yet returned after a restart is considered Fail RP and may result in disciplinary action.
Running a body cam or clipping software is not required, but it is strongly encouraged for all players participating in the city. This protects you as a player and assists staff in handling reports, investigations, and compensation claims fairly and accurately.

Please keep Out-of-Character (OOC) and In-Character (IC) channels separate, and ensure your posts are appropriate to the channel you’re using.
Players are encouraged, but not required, to change their Discord display name to match their in-city character name(s). This helps others identify you for shoutouts, RP continuity, or to reconnect quickly if a crash or disconnect occurs.
Advertising or promoting another city or community with the intent to recruit or poach members from Napalm City RP is strictly prohibited.
Any player found engaging in advertising or recruitment efforts for another community, whether in Discord, in-game, or through private messages, will be permanently banned from Napalm City RP.
PED models are restricted. If you wish to use one, you must open a ticket and submit an application for staff approval before using it in the city.
If you intend to roleplay as a non-human character (such as but not limited to a dog, cat, or wolf) using a PED model, you must first open a ticket and provide the following:
A backstory for your character.
A description of your roleplay intentions.
Confirmation that you understand you must remain strictly in character at all times.
Your portrayal must be realistic and consistent with the species you’ve chosen, including appropriate vocalizations and behaviors.
All players are expected to maintain a fair and level playing field to preserve immersion and balance. Players may not use graphics packs or modifications that provide a competitive advantage or alter the environment in ways that affect gameplay fairness.
1.1: This includes, but is not limited to:
Removing or altering vegetation or environmental features.
Using tracers, mod menus, or kill effects that highlight nearby players.
Making any visual adjustments that distort the game world or visibility for tactical gain.
Pregnancy RP is permitted, but it must fully comply with Rockstar’s Terms of Service and Napalm City RP guidelines.
If your character becomes pregnant, you are required to open a ticket so staff can review the guidelines and approve your storyline.
1.25.1 Pregnancy RP - Guidelines
Pregnancy lasts 7–9 real-life weeks (each IRL week = one month in city time).
You must coordinate with EMS for a pregnancy test, weekly ultrasounds, and delivery planning.
Abortions or miscarriages are not permitted, as these are sensitive topics and may impact community comfort.
While pregnant, your character may not commit crimes or engage in dangerous actions that would realistically harm them or the unborn child.
If kidnapped or held hostage, you must inform the other party that your character is pregnant so they can adjust RP accordingly.
When an incident occurs, you are responsible for submitting a ticket promptly so staff can review logs, player data, and other evidence to resolve the issue effectively.
1.1: Ticket Guidelines:
“Rule Citation: Clearly state the rule you believe was broken. This ensures accurate reporting and encourages rule familiarity.”
Video Evidence: Reports must include at least 2 Minutes of footage, roughly 1 Minute before and 1 Minute after the incident, to provide full context.
Clarity & Respect: Keep your ticket clear, concise, and respectful. Avoid spam, vague claims, or hostile behavior; tickets failing to meet this standard will not be processed.
One Incident Per Ticket: Submit one ticket per incident. Separate unrelated issues into their own tickets.
Patience: Staff handle tickets in the order received. Do not ping or DM staff repeatedly; doing so may delay processing.
1.26.1 Evidence Requirements
Staff cannot take action against another player without clear and verifiable evidence that supports the claim.
While Napalm City RP maintains internal logs, it is ultimately the player’s responsibility to provide proof when logs cannot capture a situation.
If you are involved in an investigation as the defendant, staff are not required to share body cam footage submitted against you.
It is up to Staff's discretion to provide the defendant a summary of the incident and any relevant details, but are not required to disclose the identity of the reporting player or the source of the evidence to protect confidentiality and whistleblower privacy.
1.26.2 Player Etiquette Regarding Admins
Players are not to approach staff members in-city regarding any issues, concerns, or reports. All matters must be submitted through a ticket so that proper documentation and action can be taken.
If you wish to discuss your ticket in a voice call with staff, please note that no action will be taken unless all evidence, claims, and details are also properly documented within the ticket. Calls are to be used only for clarification or discussion purposes, not as a replacement for the ticketing process.
Players are also prohibited from directly messaging staff members (DMs) about city-related issues. Napalm City RP utilizes a dedicated ticketing system to ensure that the most qualified team members can assist you efficiently and fairly. Direct messages bypass this process and will not result in your issue being handled, as all claims require logged and verifiable records within the ticket system.
When engaging another player or group with the intent to escalate (e.g., toward crime, conflict, or violence), you must first roleplay with them for a minimum of the following:
1.1: Civilian Interactions: 1 Minute
For Gang vs civilian, or civ to civ.
1.2: Gang on Gang: 30 Seconds
Allowing for situations to pop off and responses to be swift in the streets.
1.3: Any Illegal activity: 15 Seconds
Cop interactions with civs or gangs in the middle of illegal activity.
1.27.1 Interactions - Low-Quality RP
Intentionally ignoring or avoiding an active scene is considered low-quality RP. Even if you remain silent, others can continue their RP until the interaction threshold is met and may escalate if appropriate.
1.27.2 Interactions - Retaliation Rule
If you survive a violent interaction (not “flat-backed”), you have 15 Minutes after receiving medical attention to retaliate without starting a new interaction. Once the timer expires, a new valid interaction is required before re-engaging.
Robberies or heists cannot be started within 30 Minutes before a tsunami or 20 Minutes after one has occurred.
Hostages must be found organically within the city. You cannot use friends or associates as hostages.
A maximum of 4 Participants are allowed per job or heist.
This limit may increase as server population and police presence grow.
TEMPORARY OVERRULE: Heist tiers are not visible to law enforcement, and officers respond based on availability—not the heist tier.
Because of this, the following applies:
The maximum police response to any heist is capped at 4 officers.
If 4 officers are on duty, you may run higher-tier heists intended for a full 4-stack of criminals.
If you choose to run a low-tier heist (limited to 2 players) while 3–4 officers are on duty, up to all 4 officers may respond, because they cannot see what tier the heist is.
This setup is temporary until the PD grows and can reliably maintain 2–4 officers online daily.
Law enforcement is also limited to 4 Officers per scene.
This is also subject to change as the population increases.
After escaping police, you must wait 15 Minutes before:
Parking any vehicle(s) used in the crime in a garage.
Changing outfits.
You may remove layers of clothing but not fully change outfits.
You are not allowed to hand in vehicle boosts and/or any other sort of hand-in mission while you are actively being chased by police.
You are to be clear from a chase by at least 15 minutes before handing it the boost and/of hand-in mission in.
If a heist/mission has a limit on it by the mechanics of the script, then you are to stick to those numbers; this supersedes the rule of a maximum of 4. This is because the timing of a heist or mission is calculated based on those numbers, and using more people will make it too fast and too unfair to your fellow Role-player.
While creativity and fun are encouraged, use common sense and remain realistic in how you drive. If your character wouldn’t realistically survive a stunt (e.g., launching off cliffs or scaling near-vertical rocks in a sports car), don’t do it. Always consider the situation logically before pushing your vehicle’s limits.
During an active police chase, you cannot repair your vehicle mid-chase or return to the pursuit after repairing it.
2.1.1 GTA Driving - Speed Limits
City Streets: 60 MPH
Freeways: 100 MPH
2.1.2 GTA Driving - Aircraft Regulations
All aircraft must land only in designated zones (runways, airstrips, or helipads). Unauthorized landings outside these areas are not permitted.
1.1: Exceptions: EMS and PD personnel performing job-related duties.
Military aircraft may not be hijacked, stolen, or flown by civilians.
2.1.3 GTA Driving - Aircraft Regulations
You are not allowed to /carry or hold players while operating a vehicle or while another person is driving. Players must be properly seated inside the vehicle.
PD and EMS personnel may not be robbed or taken hostage while on duty.
1.1: You may retrieve your own items if a police officer took them and still has them on their person after the scene.
1.2: You cannot steal from or raid emergency vehicles.
2.2.1 Robbing/Scamming - Robbing Players
You may rob another player whether they are alive or downed (lying on their back or side).
If the victim is downed, you may steal up to 3 Items Total.
Stacks of items count as one item, for example, a stack of 9mm ammo = 1 Item.
If you rob someone without killing them, you may steal any or all of their items.
Please try to avoid pocket wipes unless the situation strongly supports it.
If you take more than 3 items from a living person, you cannot kill them, regardless of the RP context.
2.2.2 Robbing/Scamming - Pocket Wiping
Pocket wiping is allowed but discouraged. Please avoid making it a habit to fully wipe your fellow community members.
2.2.3 Robbing/Scamming - Cooldowns & Scamming
You must wait at least 1 Hour before robbing the same person again.
Scamming is allowed, but must be reasonable and realistic.
2.1: You cannot scam someone for more than $750,000.
2.2: All scams are done at your own risk.
Hostages may not be held for longer than 35 Minutes per job scenario unless the hostage gives explicit consent to extend the RP.
If a hostage or kidnapped victim is pregnant, you are forbidden from causing them harm.
This is enforced under the city and Rockstar TOS.
Hostages cannot be friends or associates.
If the city population is 15 or Fewer, you may arrange for someone to act as your hostage.
You cannot take the same person hostage twice within the same tsunami.
If there are fewer than 20 Players in the city, you may take the same person hostage again only if they consent.
You may not take active-duty EMS or PD as hostages.
Kidnapping victims may only be held for a maximum of 1 Hour.
If your kidnapped victim becomes downed (lying on their back), you may take them to the hospital or allow them to “see the light.”
Once this happens, the RP scene is concluded.
You cannot continue the kidnapping scene at the hospital.
You cannot wait to kidnap them again immediately after their hospital release.
You must wait until the victim has left the hospital, then an additional 45 Minutes before you can attempt to kidnap them again.
Exception to this would be through the victim’s consent prior.
Any RP scenario involving torture requires mutual consent and clearly defined boundaries before it begins. If you wish to chop off someone’s hand for spray-painting your turf but the player wishes to keep it, you can agree to fracture the hand instead. This preserves the RP without crossing player boundaries.
You are forbidden from torturing pregnant players.
The Chief of Police may not have an alternate criminal character. This ensures fair leadership and prevents potential power-gaming conflicts.
Each law enforcement agency may create its own Standard Operating Procedures (SOPs), but:
All LEO departments must abide by city rules.
LEO SOPs cannot override city-wide rules.
The maximum jail time that can be issued is 3 real-life hours, referred to in city as 180 months.
If a police vehicle is damaged during a chase and must be repaired, that unit cannot rejoin the same chase once repaired.
If an officer dies on scene, they cannot return to participate in the ongoing situation.
They may retrieve their vehicle but must immediately leave afterward.
If the scene continues for 30+ Minutes after their initial death, the officer may re-engage.
To roleplay a corrupt cop, you must submit a ticket and receive staff approval before beginning that storyline.
A maximum of 2% of the force may be corrupt at one time. This limit may change as the population and department size increase.
Corrupt Officers May NOT:
Steal from the evidence locker.
Distribute PD-issued items to non-officers.
Abuse their power to raid properties or steal for personal or gang gain.
4.0.1 Police Rules - On-Scene & Engagement Rules
Officers must call EMS and wait for them to arrive before transporting a downed individual, unless EMS instructs otherwise or none are available. If there is no active EMS, officers may transport the injured to the hospital.
The maximum engagement ratio for law enforcement is 4 v 4 during active scenes.
Officers must wait a minimum of 2 Minutes before initiating a PIT maneuver during a pursuit.
Officers cannot identify players by:
Hair that clips through clothing
Player Voices
Police may use Twitter posts as legitimate evidence for investigations.
PD is not guaranteed a car chase during a heist or robbery; preparation, coordination, and evidence collection are part of realistic RP.
You cannot take active-duty EMS or PD as hostages under any circumstances.
Players should wait for active EMS to respond to a call or downed individual.
Dispatch will post in the “skybox” channel when en route.
If you’re far from the city, please allow EMS additional travel time.
If no active EMS is on duty, players may use a local ambulance to transport themselves to the hospital (refer to Section 1.6 - NLR).
EMS personnel cannot be affiliated with illegal organizations, gangs, or MCs.
EMS may not commit crimes and are held to the same behavioral standards as PD.
This is to prevent abuse of medical privileges during gang or violent RP scenes.
EMS cannot force medical RP on a player who does not consent. It is up to the players to give hints to EMS about their status and severity of their injuries.
4.1.1 EMS Rules - Medical RP & Conduct
EMS and all players must value life and RP injuries realistically.
Please allow EMS to perform their medical RP whenever possible. Their RP experience depends on these interactions.
If EMS is called to the same person repeatedly (back-to-back or 3 Times within 45 Minutes), that player will be automatically transported to the hospital, regardless of injury type.
Lawyers must roleplay with professionalism. No trolling or intentionally derailing scenes. Courtroom and police station RP should be handled with respect, patience, and immersion.
Lawyers cannot represent both sides of the same case.
Lawyers should not defend or prosecute cases involving their own gang, family, or personal characters.
Defendants are entitled to request a lawyer when being charged.
Police must allow a reasonable time for a lawyer to arrive (e.g., 10–15 Minutes) before proceeding.
If no lawyer is available, players can request a public defender, played by another certified lawyer.
Firms must register with the city government & DOJ.
Firms may recruit other lawyers, but must keep operations professional.
Firms cannot operate as fronts for gangs or criminal enterprises.
Lawyers should prepare cases with evidence, witnesses, and arguments (no “one-liner” defense spam).
Judges or government-appointed officials will oversee trials to keep RP fair.
Contempt of court and other constant disruptions can result in removal from the case.
Lawyers must respect confidentiality between themselves and their clients.
Sharing sensitive client information with police, gangs, or others for personal gain is forbidden.
Lawyers may set their own fees for services, these fees & services must be reasonable. Overcharging/extorting clients without RP justification is prohibited.
Firms may create contracts for retainers or ongoing representation.
Lawyers may defend criminals in RP, but cannot directly participate in criminal acts (drug dealing, robberies, etc.).
Corrupt lawyer RP is allowed if done realistically (e.g., bribery, evidence tampering), but must be approved by staff to avoid abuse.
A player cannot play both the prosecutor and defense lawyer in the same case.
Players using lawyer characters must avoid “Section 1.8 PowerGaming” (forcing outcomes with no chance of rebuttal).
If a case drags excessively or becomes one-sided, staff may step in to help resolve.
Lawyers must be licensed by passing a server-run “bar exam”/application.
Revoked licenses (due to misconduct) require re-application to practice law again.
The maximum number of members allowed in a gang is 15. This limit may increase as the city population grows.
Gang conflicts (“beef”) may only involve officially recognized members of each gang.
You must have been in the city for at least one week before joining or creating a gang.
After leaving or being bled out of a gang, you must wait one week before joining or creating another gang.
The compound turf belonging to your gang is permanently locked to your group and cannot be taken by other gangs. This prevents groups from being chased out of the city entirely.
There is no limit to how much turf one gang can control, however, turf can only be taken if it connects to territory your gang already controls.
Simply entering another gang’s turf does not justify an immediate kill-on-sight (KOS).
You may press or question them, but proper RP must occur before escalating to violence.
Refer to Section 1.27 Interactions for escalation timing guidelines.
KOS is only permitted under the following conditions:
5.1: Someone breaks into your clubhouse or compound.
5.2: A police raid occurs at your compound.
5.3: During an active gang war, if KOS is part of the agreed ROE.
6.1.1 Turf & Territory Control - Cooldown Rules
When a gang wins a war and claims new turf, the defeated gang cannot challenge that same turf or gang for One Week.
6.1.2 Turf & Territory Control - Spray Rules
You may not spray player-owned businesses, government facilities, doing so is considered PowerGaming.
Private citizens not affiliated with a gang may use spray cans for other purposes but cannot spray whitelisted gang tags.
Players are forbidden from spraying tags inside of their homes to maintain or take turf.
A gang war is an organized conflict between two established gangs and their official members. Wars are one-versus-one; no third-party gangs, free agents, or mercenaries may participate unless mutually agreed upon and approved in the ROE.
Creating or joining a gang means acknowledging that you are not exempt from war. A gang may either accept or decline a war declaration following the proper procedure below.
6.2.1 Gang Wars & Rules Of Engagement - Declaring A War
To declare war, the initiating gang must open a Ticket with staff and include:
1.1: The intention to declare war.
1.2: The reasonable demands or objectives they wish to claim if victorious (e.g., turf, compensation, public concession).
Declare In-City
2.1: A gang member must approach the opposing gang or a representative in character and publicly declare the intent to go to war.
2.2: The declaration should be RP-based and non-hostile beyond the verbal declaration.
2.3: Provide proof of this interaction to staff, especially if the declaration is declined.
ROE Meeting
3.1: Staff will arrange a neutral meeting between both gang leaders to finalize the Rules of Engagement.
3.2: No hostility is permitted during this meeting.
3.3: Clear and agreed ROE are mandatory before any fighting begins.
6.2.2 Gang Wars & Rules Of Engagement - Scheduling & Duration
Wars are limited to 3 Hours of skirmishes per day, which can be split into smaller engagements (e.g., 15-30 Minute fights).
All war time slots must be approved by staff to ensure fair oversight and accurate tracking.
A gang war lasts for a maximum of 7 Days (one week) unless both sides agree to end it earlier.
After a war concludes, both gangs must wait one week before starting another war.
6.2.3 Gang Wars & Rules Of Engagement - Identification
During war, gangs must wear clear visual identifiers (e.g., their gang's colors, outfits, accessories) to avoid confusion.
6.2.4 Gang Wars & Rules Of Engagement - Examples Of ROE Options
Common ROE terms may include:
1.1: Only taking weapons and ammunition from a downed opponent.
1.2: Allowing or disallowing KOS within the defined war area.
1.3: Limiting looting to one weapon per downed player.
1.4: No looting of bodies (to allow continued participation).
1.5: Leaving bodies in accessible areas for EMS.
1.6: Matching weapon classes (e.g., Knife vs Knife, Class 1 vs Class 1).
1.7: Matching member counts for each skirmish.
1.8: Restricting combat to designated turf areas or compounds.
If both sides cannot agree on the ROE, staff will review requests from both sides and finalize the official terms.
6.2.5 Gang Wars & Rules Of Engagement - Breaking The ROE
Breaking a mutually agreed ROE automatically results in an immediate loss for the offending gang.
If both sides break ROE, the war ends in a draw, and both must wait one week before initiating another war.
When initiating hostile encounters, try to reasonably match numbers to keep RP balanced and fair.
Larger groups may respond with their full roster if provoked by a smaller group.
Smaller gangs are encouraged to strategize and recruit; if you provoke a larger organization, expect to be outnumbered.
If a gang follows the proper declaration process and the opposing gang declines:
The declaring gang is entitled to one reasonable demand that would have been a war objective (e.g., a turf zone or small compensation).
By declining, the defending gang agrees to avoid direct violence toward the declaring gang for one week.
The declaring gang should treat the declined war as a victory and refrain from aggression during that cooldown.
After the one-week cooldown, both gangs may resume normal interactions or pursue new conflicts as desired.
To apply for ownership, all business inquiries must be submitted via the Business Application Board, found outside the property currently open for bidding within the city. Once a business becomes available, staff will open the application board for 5 Days. All applications will be reviewed within one week of submission. Due to the limited availability of businesses, applications will be carefully reviewed and compared for quality, creativity, and benefit to the city.
Business suggestions may be submitted via the Discord; however, suggestions do not guarantee ownership. Approval will depend on both the application process and bidding phase.
Only select types of businesses will be available for in-city purchase, with new options rolled out by staff as they are developed.
Applicants must be active members of the city, flying in a minimum of 3 times per week for at least 45 Minutes each session.
Players cannot own multiple businesses.
Members of the same gang, MC, or organization may not own two businesses of the same category (e.g., two food establishments, two mechanic shops, two weed dispensaries, etc.). This rule prevents market monopolization.
Business ownership is a privilege, not a right. All owners are expected to uphold the following standards:
1.1: Owners are responsible for maintaining prices, stock, and advertisements.
Owners are responsible for ensuring that all employees are dressed in appropriate work attire.
Gang-related clothing or accessories are strictly prohibited while on duty or conducting business.
1.2: Failure to provide quality RP or blatant disregard for city rules may result in loss of ownership privileges.
1.3: Each registered business must host at least one event every 30 Days.
Events can be of any size and location (with prior approval).
An Events Ticket must be opened in advance to schedule and coordinate your event, ensuring no conflicts.
2. Continued inactivity or failure to meet expectations may lead to business termination.
Ownership may be revoked or surrendered under the following conditions:
1.1: Failure to comply with city business guidelines will result in business termination.
1.2: If an owner chooses to relinquish their business, a termination process will still be followed.
1.3: Businesses purchased with in-city funds may be sold through a realtor at no more than ±30% of their original purchase price.
1.4: A ticket must be opened with business & compliance staff to coordinate ownership transfer and ensure a smooth transition.
1.5: During the termination or transfer process, the business will remain closed until new ownership is confirmed. In some cases, management may continue operations temporarily until a new owner is established.
1.6: Owners voluntarily surrendering their business have 72 Hours to remove items and funds.
1.7: Owners may choose to transfer remaining stock to the next owner at their discretion.
1.8: To apply for a new business, owners must finalize the termination of their current one first.
After the 48–72 Hour period, the previous business will become available for new applicants.
1.9: A new business application must be submitted following all standard requirements.

Owners must maintain professional standards and ensure all employees uphold quality RP.
Every customer interaction should focus on immersive and engaging RP, not just product transactions.
Businesses operate under a strike system managed by staff and city departments.
Repeated or serious violations may result in temporary shutdowns.
The city allows co-ownership and silent partnerships; however, a business may have No More Than 3 Total Owners, including silent partners.
Each business must have one primary owner who serves as the main contact for all government or staff communication.
This individual is responsible for opening tickets, coordinating issues, and managing communication between partners and staff.
All owners, partners, and silent partners share equal accountability for business actions, regardless of their activity level or visibility.
